| The Passport to College Promise Program (2007 Legislature) provides “supplemental scholarship and student assistance” for foster students who have spent at least one year in foster care since their 16th birthday. The Institute will evaluate the program. A report planned for December 2012 will “estimate the impact of the program on eligible students’ participation and success in postsecondary education, and shall include recommendations for program revision and improvement.”
