Uninsured Motorists in Washington State

The Washington State Legislature directed WSIPP, in consultation with the Office of the Insurance Commissioner, the Department of Licensing, and the Washington State Patrol, to study uninsured motorist rates in Washington and across the nation. The study will examine the characteristics of uninsured motorists in Washington and conduct an equity analysis to better understand how uninsured driving may affect different populations and communities.

WSIPP will also review factors associated with obtaining motor vehicle liability insurance, including premium costs, coverage eligibility, and the availability of insurance. In addition, the study may evaluate the potential impacts of requiring proof of liability insurance at the time of vehicle registration renewal. Findings from this project will provide policymakers with information about uninsured motorists and potential policy options for increasing insurance coverage in Washington.

The report will be published by June 30, 2028.
